Not sure about the FFLegends games, though, since I can't seem to find good pictures of the european boxarts for those games.
The various PAL regional boxes also state "Distributed by Nintendo (of Europe/Australia)" and "Licensed from Square Co, Ltd., to Nintendo Co, Ltd." which is the case for Mystic Quest (GB), Mystic Quest Legend and Secret of Evermore, as well. I imagine the same is true for the french release as well, but I couldn't find video of it on Youtube. The german credits for Secret of Mana also list a bunch of other Nintendo personnel at the end, instead of the "Focus Group" mentioned in the US version. The german versions of Secret of Mana, Mystic Quest Legend and Secret of Evermore were translated by Claude Moyse, Marcus Menold and Thomas Görg, all fairly well known translators/writers working for NoE during the 90s.

was established, and even after that they heavily relied on external partners to publish their games well into the PS2 era (Sony published FFVII, X and Kingdom Hearts, Infogrames FFIX and FFOrigins etc.) Prior to that, Nintendo localized and brought over their games to PAL territories during the early 90s. To my knowledge, Square didn't have any kind of european publishing operation until like ~97-98 when Square Europe, Ltd.
Mobygames doesn't seem to have any information specific to the PAL SNES release of Secret of Mana, though, except for the boxart scans.
